Partnership

Capilano University and Interactive Oil Spill Training Center Inc. (IOSTC) are cooperating to develop tools, courses and programs that will support West Coast of Canada and international training and education needs for oil spill management and response on a sustaining basis.

Capilano University will build on its post degree programs in environmental science and management, in international management practices, and on its history of excellence in vocational and professional training and education. IOSTC will provide experience in building interactive E-learning based oil spill training applications, and a network of expertise in marine oil spill response and management.


Background

Oil spills occur on an irregular basis, and range in size from small spills associated with in-port shipping activities to large open sea events, associated with oil tanker traffic accidents and ballast water discharges. The movement of oil by pipeline, and offshore oil and gas exploration, add additional considerations for government, coastal communities, coastal resource users and stakeholders to include in planning for the future. Effective response to oil spills requires long term planning and preparation. OSM will provide a sustainable program of training and education to support all government agencies, industries, as well as community groups and organizations, and coastal resource users that wish to become more prepared to respond to spills. Capilano University and IOSTC plan to work with these organizations to provide sustaining education and training that:

  • Builds on what is already in place.
  • Provides support for institutional responder linkages.
  • Provides stakeholders with tools and knowledge to work with institutional responders.
  • Avoids duplication of, and integrates with, existing training programs and facilities.
  • Offers training and education to best meet the needs of the communities, industry, coast resource users, stakeholders and organizations that may be involved as spill responders and cleanup teams.
In addition, Capilano University and IOSTC plan to form sister University arrangements with other Canadian and International educational institutions.
